The control panel is likely suffering from a bad contact or solder. Often this can mean its time for a new stove. Some panels can be repaired but not often. Or it could be the temp sensor. Either way a repair person will have to troubleshoot. This is not a "pop the thijg and flick that" type of repair. best of luck!
It may be possible that the electronic control is bad. On some models there are three relays one for the bake and one for the broil and one for the common. This one goes out and the bake and broil will not work. The control is fairly expensive you may want to have a tech check it out.
Your oven is in celcius mode to change press bake and broil at the same time SF will appear then press broil and cooking time at the same time a C will appear press again to toggle to farenheight then press start to lock it in that mode. Some models when you press the bake and broil the sf will appear if it does press the press the broil button to toggle between C & F then press start. www.appliancehelponline.com
Possibly the bake igniter, the temperature sensor or the electronic oven clock/control. Does broil mode heat properly or does it run cool also? If broil heats to the proper temperature then the temperature sensor is probably ok. That leaves the ignitor or the controller which takes some more troubleshooting. does the bake element come on at all? if so, try the oven out. do a bake @ 350 allow it to pre-heat, and see if once the pre-heat is comlete, id the broil shuts off. on many ovens at the beginning of the cycle during pre-heat both bake and broil elements are powered.
other than that it may be a control board, or a burnt and crossed wire in the harness.

If only one element does not work, then test heating element continuity using a multimeter. If oven does not bake or broil, then test temp
probe. If there is nothing wrong with elements and temp probe , then test wiring harness to
control panel and timer control board.

I found I have this exact problem. Same bake preheat issue: I can bake if I set broil first. However, the oven doesn't work if I press bake first. The control board has already been replaced a couple times over the years. Is this another replacement??
On these older ovens ther is usually always 120 volts on the elements at all times.
If you check across the element ends with it in bake you should read 240V. If not, there is a problem with the control. With the voltage drop you describe, it sounds like you are losing power on one line of voltage coming to the element.
