Do you want to unlock your Sony ST21i Xperia Tipo mobile from any network ? ..If it so means you can do it by getting the unlock code and instruction from an online vendor like Mobile-unlocker.com .To get the code you need to submit your country name, network provider name and IMEI number.
Just answer the question correctly. Or try to update the phone's software by Pc Companion (your all personal data will be lost). Start PC and in the support zone application click start - repair and follow the instructions on the screen.
This solution is from SONY (http://www.sonymobile.com/us/support/faq/xperia-x10-us/get-to-know-your-phone/reset-the-screen-unlock-pattern-ps101/)

If you're still having touch-screen problems with your Tipo, you might need the screen calibration patch. Download this file: http://www.4shared.com/rar/3p6YulVl/ST21i_calibrate.html The file is the official screen calibration patch from Sony for issues with the touchscreen of the 2012 range phones (I'm 100% sure it works on: Tipo, Tipo Dual, Miro and Xperia J)
