I had the same issue with My Splash WP 7. The key is there is a lever on the left side of the camera (the opposite side from where the buttons are) and it has to be in the up position for the Flash to work.
The splash uses an scan disk card in battery compartment .
with thumb pull black button toward back of camera while pushing door toward edge of camera ,batteries and card under door
