Sounds to me as if there is a loose nut on the fan portion, or the fins are broken off the fan. Open up the side where the fan is and check the nut for tightness. You may want to make sure that you set the fan in the keyway, if there is one on there to prevent it from turning.

It is a fuel / air problem. Do you have a primer bulb, did you replace it and put it in the right way around arrow to the carb? It is a known issue. There are lots of help online and there are some videos below..

Disconnect the spark plug wire from the spark plug and ensure it can't come in contact with the spark plug. Removal of the spark plug wire removes any possibility that power can be supplied to the engine of the blower during the repair.
Remove the screws that hold the air filter cover in place. Remove the air filter cover and air filter. Remove the air filter housing from the side of the machine. Certain models of Stihl equipment have a vented fuel tanks, ive recently had 2 in for repair with similar symptoms, but also showed signs of fuel soaked air filter. The fuel tank vents have a delicate little valve in them which have a tendency to perish/break causing fuel to flow back up the breather pipe.
They were stored hanging on a rack with the engines down, which i done suppose helps. I'd advise to stoe flat or if hanging,'engine's up'.
I would say it is not an issue with the piston and rings, any oil leaking from the muffler has to be unburnt oil from the fuel/oil mix, if not already you should run it at a 50-1 mix, also make sure the engine is not running too rich on the fuel screws, check the condition of the air filter as a blocked filter will richen the mixture.
Check the air filter and clean or replace if needed. Clean or replace the spark plug. Check the in-tank filter as well (located in the tank attached to a freely moving fuel line) Also, the Stihl 2-stroke machines have a spark arrestor screen located at the outflow port of the muffler, either in the form of a bolt nozzle, or screen plate. Remove that screen and clean it or replace it if its dirty. Clogged exaust is a typical problem! All of these things are VERY easy to do, good luck!
