This may be too late to help you, but we have a full B&D SM-100 mixer set (large bowl, extra beaters, etc.) on which the electronic motor control just failed. Would be willing to buy your mixer or sell you our parts, including bowl, whichever would suit you best. email to [email protected]
Contact the manufacturer and tell them what you need. Normally the will send a complete unit instead of just the bowl because they can afford it anyway rather than split up a unit. This has always been the case for myself when needing a replacement part of that size.
You have not mentioned a model number but all the more expensive K/A mixers will have all parts available providing it is not so old as to be obsolete. If you are talking about the base plate I have in my mind then it is only held on with 3x screws so easily replaceable once you have purchased one. It helps for us who answer these questions to have a model number and a country, I'm in New Zealand.
you have an internal gear problem if you continue to us it you can damage other gears and increase your repair parts needs. go here to get a parts list for your model and start the tear down to find the culprit http://www.kitchenaid.com/customer-service/manuals/ then order your part from eBay or several site on the internet that sell KA parts like "Seneca River Trading or mending shed" then re-assemble. Parts will be anywhere from $6.00 to $20.00 USD. hope this helps
Either the grooves on the bowl lock plate are worn out, or the grooves on the actual bowl are worn out. I would start with replacing the bowl lock plate. Here is a link to the part: KitchenAid Mixer Bowl Lock Plate 4163032
This part is really easy to replace, it is held into place with three screws, remove those screws (make sure to hang onto those you will need them to re-install the new part). then you should be able to pop the old plate out. To install the new plate like up the screw holes, and press into place, sometimes you need to lightly tap it into place with a rubber mallet as it is suppose to be a very tight fit.
Once that has been replaced your bowl should lock into place tightly. However there is always a chance that the bowl has been worn down and may need to be replaced. Here is a link to the 4.5 Quart bowl: KitchenAid 4 5 Quart Stainless Steel Bowl

Without knowing the model number of your GE stand mixer and the country where you reside it is difficult to direct you properly.
You can add the model number and your country of residence by either using the Edit feature of your question or adding the information to the Comment box.
If you reside in the USA, if you have not already done so, I suggest you call the Walmart GE Call Center and ask where you can purchase the small glass bowl for your model of GE stand mixer. This is the phone number:
877-207-0923
Monday-Friday: 8 a.m.-8 p.m. (Eastern Time)
Saturday-Sunday: Closed
1. Unplug stand mixer.
2. Place bowl lift handle in down position.
3. Attach flat beater.
4. Adjust so flat beater just clears bottom surface of bowl
when in lifted position by turning screw
(A) Counterclockwise to lower the bowl.
5. Just a slight turn 90 degrees in either direction.
Place bowl lift handle in up position to check clearance.
6. Repeat Steps 4 and 5 if necessary.
I hope I helped you.
You can find and purchase repair transmission parts from a number of resources on the Internet.
The tech gave you good advice because by the time you pay him to make the repairs, you could have bought a new mixer.
If your mechanically handy, then you can disassemble the mixer and find the failed parts in the transmission. Pay particular attention to the casing to make sure nothing is broken there. Clean everything up real good to make certain there are no metal fragments that can work their way back into the newly rebuilt transmission. Be sure and order some grease with the new parts as you do not want to reuse the old grease (could be full of metal fragments.).
I've had to rebuild mine a couple of times. It fairly easy if you are mechanically inclined.
