Web search "pressure washer unloader valve". Sometimes simply removing/installing the valve will get it working.

Oil in the air filter is because the engine has been tipped up, sump oil can travel up the engine breather and into the air filter box, check the oil level, if ok leave the filter off, remove the spark plug and clean, crank the engine a few times until there is no oil being ejected from the plug hole, refit the plug, leave the filter off, now attempt to start the engine, beware if it does start it will smoke until all oil has be purged from the system.

If it has seat with water in it. For long periods of time it can cause problems with the pump take it apart and clean it or rebuilt it

Could be a stock Pressure Washer Unloader Valve. You can find videos of how to remove and to clean it. It is not that difficult to do. Good luck.

Try the low pressure nozzle or setting.

sounds like there is a valve hanging up inside the pump

check that the fuel tap is on
