It's hard to identify the exact reasons that cause the iTunes error 4013 without a specific context. Before you solve the issue, it's better to figure out the possible causes. Based on research, here are the most commonly seen causes for iTunes error 4013.

Poor network
A reliable network is always required when you try to update or restore your iOS devices. It doesn't have to be a super network but just needs to make sure it's stable enough to connect to the iTunes update server.

iTunes version
Your iTunes version matters, especially when you use iTunes to update or restore your iOS device. The old version of iTunes might cause the iTunes error 4013 when connecting to the update server.

Broken USB connection
When your USB lightning cable is not properly connected to the computer and your iOS device, it might cause the iTunes error 4013. This is because the small plates at both ends of the cable are not touching those on your devices, hence the connection fails.

Low storage
Is your iOS device running low in space? If yes, it might affect the connectivity and cause the iTunes error 4013. An iOS update often needs to download firmware, which might require your device to have enough storage to proceed.

Ponder it for an hour or two, then make yourself a bowl of ice cream. Works for me.

After the update a few weeks ago, why does my iPad keep freezing?

Hi Chris,
This is very annoying indeed. Try Googling some solutions like, "'iPad Model Name' Freezing issue after updating to 'iOS Version'"(Insert model name where 'iPad Model Name' & 'iOS Version' is stated). It is very hard to figure out your problem without your iPad Model and what iOS version you have updated to.

My advice if you cant find anything:
1. Power off your Device.
2. Connect your Device to your computer and open iTunes.
3. Back Up your device.
4. Click restore.

Ipad problems

This article may help you. It is for iPhone, but the same operating system runs on iPad as well.

Several months ago I downloaded iOS 7 beta with developer program. It worked fine. When iOS 7 had officially came out, I checked my phone and it restarted on its own. The locked screen said"Activation Error: This device is not registered as part of the iPhone Developer Program. If you are a member of the iPhone Developer Program, please register your device in the iPhone Developer Program Portal at http://developer.apple.com/iphone." I went to the link using my computer, although I am not a developer, and it didn't help me.
Recent days we see lots of iPhone users reported iOS 7 activation error. How did this happened? It is probably because users installed iOS 7 beta 6. As the iOS 7 beta has expired on October 6, which means anyone still running one won't be able to use their iPhone, iPod touch, or iPad, and won't even be able to get past Activation if they try.
If you're experiencing an iOS 7 activation error on your iPhone/other device and were previously using iOS7 beta, there's a good chance to fix it with following simple steps:
1) make sure you have upgraded to iTunes 11.1.1. It is the most recent version of iTunes.
2) Plug you iPhone/iDevice into your computer. Back up the data on the device.
3) Click "Restore" on your device's page in iTunes. If this doesn't work, proceed to DFU mode
4) your device is done restoring and activating you can restore your data from your iTunes backup
5) you can use your non-beta iOS 7
If iTunes says there is no newer version to upgrade to, you can put your iPhone or device to DFU mode after the backup. DFU (Device Firmware Update) mode will make sure you download and install the latest release version of iOS off of Apple's servers.
1) Plug your iPhone, iPod touch, or iPad into your Mac or Windows PC and make sure iTunes is running.
2) Hold down both the Sleep Button (on top of your device) and the Home Button (on the front underneath the screen).
3) Keep them both held down from about 10 seconds. (If you see the Apple logo, you've held them too long and will need to start again.)
4) Let go of the Sleep Button but keep holding the Home Button for about 5 seconds. (If you see the "Plus into iTunes" screen than you held it too long and will need to start again.)
5) Restore the device

Please post the solution. Why is there no "software update" on my IPad 2?

There are two ways to upgrade the iOS version of your iPad
- via connecting the device to iTunes on a computer

- or directly from within the device, but only since iOS 5, it is possible to upgrade the iOS version without the need to connect the iOS device to a computer (over-the-air update)
just go to: settings - general - software update
- so in your case try an update with a computer with iTunes installed:
- procedure with iTunes connected:
  • Connect your iOS device to your computer using an USB cable. Wait for iTunes to open and connect to your device.
  • Click on device button to the left of the iTunes Store button in the top right corner in iTunes.
  • Hold down on the option key (Mac) or the shift key (Windows) and click the "Check for Update" button in the Summary pane. Browse to the .ipsw file you downloaded and select it.
  • Do not disconnect your device until the update has finished.
  • If necessary, restore your device from the previous backup and sync with iTunes.

How to restore ipad

If you are near an Apple store, take it to them. Most of them are very generous in helping users out with their issues; many times even when out of warranty. This will likely be your most efficient method in getting things straightened out.

You haven't given nearly enough information for specific ideas on what to do first. Is the iPad working when not plugged in to the computer? If not, what happens? Can you update your iPad via WiFi or 3G? There are many helpful websites that give you multiple ways of restoring your iPad, but unless we know exactly what is happening and what your end result should be, the best I can do is point you to:
