New starter, new battery - fully charged, engine stops on the compression stroke.

Hydraulic Valves? or adjustable valves? most of the Briggs that don't have hydraulic Valves need to be adjusted every season
and are the cause of hard starting to stopping on the compression stroke.youtube has some great vids on how to quickly adjust the valves on Briggs engines with a star wrench and socket wrench and feeler gauge.you just need to make sure its on TDC top dead center compression stroke. hydraulic valves are not adjustable set at factory and the Craftsman Kohler series has hydraulic valves.

ck for blown fuse, ck for broken wire.

try and jump start it direct to the starter this will test the cables and battery if no change and the starter is good then there could be a problem with the compression release on the camshaft

When turning ignition key to start engine the flywheel only turns 1/4 around and then stops when starting motor.

From experience I would suspect a broken decompressor lever on the camshaft. A battery fails very fast when starter comes to a dead stop a few times. Try a fully charged battery but if the problem comes straight back I'd bet on the camshaft. A car battery can usually push the engine over the excess compression.If it is the decompressor engine has to be taken apart.

Have a craftsman 17.5 ohv LT1000 lawnmower. The valves have been adjusted a number of times but they get out of sync and the back pressure keeps the engine from turning over. What else can be done to...

You could back off the flywheel on the engine by hand by rotating it OFF of the compression stroke prior to turning it over with the starter. That is the way I did it before I adjusted the valves. If the valves are adjusted correctly, the compression release feature will operate (if not faulty) correctly and a fully charged battery should turn the engine over without problems. I don't understand what you mean by "out of sync." Here is how Briggs states to adjust the valves...this way or no way. See the Adjusting Overhead Valves section.

There is a compression release device on the cam shaft to allow the engine to spin easier when starting. This is likely the culprit because the starter isn't strong enough to push the engine past full compression. The fix is to replace the cam shaft.

try to make sure all connections are clean. i have this same machine that does exactly what you are saying. if battery is all charged up. try setting parking brake.Put in neutral, get off the machine and turn the key. this is what i do and machine cranks fast and starts. my issue is in that saftey switch in my seat.

Craftsman LT1000 Wont crank over.

This is not always the case but on Briggs and Stratton it may be time to check the valves for adjusting. Take off the cover and check for a gap of .005 . If the exaust valve is loose it will not allow the engine to relieve combustion to start. In other words the engine stays under load of compression and can't turn. In my shop I see this all the time . If all electrical checks out try this next

The starter will not crank over the compression stroke

You needv to check whatever the tractor uses for a decompresser,whether it be a lobe on the cam or the camshaft it's self.Sounds like it's not decommpressing during crank.You may need to just set the valves.
