There are some things to check. Make sure the vents on your cabinet are not obstructed. Make sure your filter cycle is not too long Make sure you are not running high speed for more then 30 mins.
Have you looked through the Balboa error message site. I have attached a link follow your error through and you may find your answer. Diagnostic Messages
Turn breaker power off. Verify now power to unit with volt meter. Most systems have in line over temp over current to protect circuit board and motor. Also the water level switch must be made to complete interlock condition. Check the heater coil for continuityas it may have opened. Check heater for continuity to each coil set. There is an interlock that is for diagnostics on start up that will prevent unit from starting. Look for any melted wires or components too. Always know and verify breaker settings. Verify your meter with known voltage reading first. Be safe my friend.
You do not have a Balboa Hot Tub. That is the company that made the control panel for it. Id venture to guess it's either a Hawkeye, Barefoot or Master spa if it came with no owners manual. To turn up the heat simply press the Red "up" arrow on the digital control pad. Check out the link below. I have a Clearwater Spa with a LM8000 spa pack that the control module does not work. Can I purchase just the control module or do I have to replace the complete system? If I need to replace the complete system what system can I replace it with?
Use a high quality external temp probe and make sure the temp sensor in your system is correctly reading the water temp.
If the water is truly 110 then you may need to replace the board completely.
OHS, OH, or SPA TEMP LMT Message
There is an "Over Heated Spa" (OHS or OH) Water Condition.
One
of the Water Temp Sensors has detected 110°F (43.3°C) Incoming Water
Temp and Spa Functions are Disabled. System will Auto Reset when Water
Temp is below 108°F (42.2°C). Check for Extended Pump Operation or High
Ambient Temp, or contact your Dealer or Service Organization.
Spa Water Cool Down •
In order for the Spa Water Overheat Error Message to Automatically
Reset and Clear, the Spa Water Must Cool to below 108°F (42.2°C). •
Check the Topside Panel Display to see if the "OHS", "OH", or "SPA TEMP
LMT" Spa Water Overheat Error Message has Cleared. If the Error Message
has Not Cleared, the Spa Water is still too Hot to Continue Testing. • Either Wait for the Spa Water to Cool Below 108°F (42.2°C), or Exit Now and Retest at a Later time.

When dealing with a big manufacturer like Jaccuzzi, it is unwise to swap top side controls. They make theirs proprietary on purpose so that swapping is more difficult (especially jacuzzi).
If you use the wrong one, the buttons on the controls will be misleading (such as temp up button cycling jets, or the ozone button cycling the lights, etc)
I would use manufacturer part.
When you alter the set temperature via the keypad the display will flash the temperature thats to be acheived, once it stops flashing the keypad will revert back to the current temperature of the water.
