It doesn't cycle and make a humming click noise, like it wants to work but can't It gets water, but can't seem to do anything with it other that pump it back out, because the cycle wont activate.
Motor bearing has lost it's lubrication. Can be fixed by removing motor and put some WD-40 on the brass bearing. Have to clean it first with solvent and it might not last. There is a chance of some oil in wash water very minute. You could try a new bearing too.

the way you mention look like the main motor jammed and making the humming noise click out on overload then the humming noise stop and after a while it will humming again and continue like that until you switch off the machine. If the dishwasher is old I would recommand you buy a new one instead of changing the motor.
