It seems to be asking you to set the region code to 2 for Europe. If you are in the UK and don't have any other region code disc for other areas, then you should look in the manual about the region code set up. Or search online for the setting of the region code.

I believe this choice is to determine where most of calls/texts your will be made to. Choosing Home will designate your home area code as your most frequently called area (no roaming charges) while Travel will probably allow you to choose a different area code as your most frequently called area. When you call out of your chosen area code roaming charges apply. Example, if your current phone area code is 123 and you move to area code 321 you may want to change your Home or Travel designation depending on where most of calls are made to since you can't actually change your phone number.

As for your other question, you don't need wi-fi to text. It's like making a phone call, you simply choose message instead of dialing a number. Phone calls cost 1 unit, while text messages cost .30 units. (Units are the dollars you spend to buy minutes divided by the total number of minutes you receive) Hope that helps.

Cannot make calls to my home area code from more than 100 miles away. Can call all over the US, just not home. Can receive calls from all over including home, just cannot make them to home. Have to call...

Just a thought....are you using the area code for your home numbers? Some phones allow defaulting to your home area code, but if you're away, you would need to dial the area code + number.

First i would say both units are still in good condition as you can still receive calls from them comfortably without any hassles. If you cannot dial out it is probably as a result of the area code or the dial code not being set correctly. The area code helps to determine which location the home phone is situated to enable the calls to be routed through the proper channels to enable connectivity. The dial out code basically does the same as the area code. Both of them are just like address systems to determine where and how the calls are routed. Try setting both codes and see if the calls still dont go.

I've looked at Toshiba's web site and can't seem to find the model you've indicated to locate a manual.

What is a dial out code?

A dial-out code is a number that is automatically added when you dial a number. It can be either your area code or (usually) your country code.
Let's say the number stored in your phone is (123) 456-7899. So if your dial-out code is set to "+1", then the number dialed is +1-123-456-7899. This ensures that, wherever you are on this planet, you will always reach that number in the US.

On home phones you can sometimes set a dial-out code (like "123"), and if you dial 456-7899, then it automatically adds your area code to the number.

What sometimes happens is, let's say you bought your phone in the US, but you live in another country, your phone still automatically adds a "+1" to all your numbers stored in your phone unless specified otherwise. That's why you have to set the dial-out code to your specific region.

What is "Bell" and "Cogeco"? Did you change phone line provider companies? If so, you would need to ask them if it's possible to change. You are getting the information they are sending you. I do not believe the information is being altered by your phone.
