I believe the phone number is assigned to your Sim chip.
Your Mobile Network Service Provider can reassign your Phone # to the new Sim Card. Not sure what country your in.
Pity you didn't have an iPhone with "Find My Phone" activated.
You could have (or the police) tracked the signal to the thief and caught the culprit or you could wipe the data off the iPhone and lock it,...so that when next used it could not be unlocked without a password.
