Just bought a Seiki TV and it won't turn on. I connected all the cables and plugged it into the wall socket, but it didn't turn on.

Have you switched ON its main power switch at control panel of the TV? Without turning it ON, you can't turn the power ON by it remote control.
Do the standby LED at the front of the panel lights up. If not check whether the switch I've pointed out here is ON. If the switch is ON and the power LED at the front panel do not light up, the fault is with its main power regulator board, inside. If so check and replace damaged component/s at it main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. The RF input is for an antenna.

In most cases, the main board might have to be replaced. If so, a software [firmware] update too might be necessary.
Before going further; try a hard reset first. If it does not help you, replace the main digital board. There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. Tv has started blueing out lower channels of cable 6,7,8. Called cable co they came and rewired still doing channels try to come in sometimes do and them turn blue sound is there. Is TV dieing?
Hello. It sounds like the signal strength is low. This could be caused by using an older coaxial cable between the wall and the TV or a loose connection. If all of that is okay, since the TV is refurbished, the Main PCB could be going bad.

Sounds like the main system control IC has gone faulty. Try a reset to this set first. If it do not help you, contact any service technician to replace the above said IC.
