The dasher rotates, driven by the motor. The canister isn't supposed to move, but sometimes will depending on how thick the ice cream mixture gets. Presumably, if the ice cream were to freeze hard enough, the dasher would find it harder and harder to turn, until eventually the entire canister, with the dasher embedded in the ice cream, would start to rotate in the ice.
What kind of ice cream maker is it? I just bought a Nostalgia Electric Double Flavor Ice Cream Maker and it did the same exact thing. I poured the salty ice water out in some containers, set it aside to use it again, took everything apart, and started over from the begining. I put it all back together properly again, added the salty ice water once more, and turned it on. It worked! I hope it does the same for you. If not, I would see about getting it looked at somehow.
Unfortunately, Nostalgia Electrics has stopped (AGAIN!) production of the ICM-517 and ICM 562 Soft Serve Ice Cream Makers. And the company customer service is a "bear" to get a call back from. You could go to the Helman Group, LTD website or the Nostalgia Electrics website and click on customer service and type in your request, but don't expect a quick answer. And there is an 800 # to call also, but you will only get the voice mail and leave a message. No live person, just a call back, if you're really really good and really lucky. It's a shame they have so much trouble with these, they seem to do well with the Popcorn machines, cotton candy, and drink machines, hot dogger, ect. You'd think they could debug this one too. I found the manual able to be downloaded on multiple sites. Go to Google, type in the words old fashioned ice cream maker, and in the returns you will find links to web addresses that have these manuals available for downloading using Adobe. The original manuals in both English and Spanish. I didn't save the webaddresses, but I can assure you that they are there on Google. Don't type in Nostalgic Electrics Old Fashioned Ice Cream Server, just old fashioned ice cream server, and then go to the web address, it's the one that states they have the manuals for all ice cream makers, and type in the ICM-507 product designation or just click the available picture of the ICM-507. I will try and recover that web address and post it here. Found it!
