What can I do to stop my gas hot water heater from spitting water out the pressure release valve?

At unknown intervals my hot water heater spits a small amount of water out the pressure release valve, I have changed the valve, and lowered the temp to 110F with no results. Any help would be appreciated.

Check the "pressure reducing valve's" setting, and look for any creeping up on the gauge, which means the "PRV" is bad, causing an overpressure condition which, along with the heated water's expansion, will cause the water heater's relief valve to partially open.
The gauge can be bought from a plumbing supply house, or online, and should read from zero, to 100 lbs. 65 to 80 pounds is normal for a residential home. The gauge should have a female hose thread attachment adapter, along with a hose washer. turn on the faucet for about 5 seconds. That will relieve the excess pressure (if any) then shut off, attach the gauge, then turn on the faucet. If the gauge reads over 80lbs., or the pressure creeps up beyond 80lbs, you have a bad "PRV". sometimes, if they are accessible, they can be flushed clean, and their silt screens removed and cleaned. debris under the seated washers can cause the creep, but left too long, can cause "wiredraw" of the seat, and the prv is junk.

You have sediment built up in the bottom of the tank, so flush the tank out.

SOURCE: no water pressure on hot water, when i by pas

How many valves on by-pass, or what style by-pass have you got on there? Remember water has to go in bottom (cold) and then out top (hot) . No valve in between should be open. Valves going direct in to cold, and out hot need to be open.

SOURCE: safety valve spits out water

It is normal for it to drip slightly when water heated, but if it is excessive, have to replace it. Seat gets dried out , and /or dirty. If for some reason water is getting so hot, that it's opening from that reason, then need to check thermostat on tank.

SOURCE: 2010 view winn- the hot water faucets, when wide

Double check that washers inside fittings attached to back of tank, are not wedged or pinched in there restricting flow. Drain tank, relieve water pressure prior, obviously. The other thing is to check that the by-pass is allowing good flow in to tank when in normal operation mode. Have seen those only go half way inside valve, but lever is at wide open setting. If all that checks out, try removing the check valve on tank, and replace it with a 1/2" galvanized pipe nipple, ( or certified plastic/nylon fitting same size) and reconnect water line direct to that, without a check valve. That should do it if nothing else was wrong. Now you have a choice, either change it or leave it out if everything seems ok, but double check that hot water isn't siphoning back to another utility such as toilet if you leave it out and toilet is close. Feeling that cold line (inlet) when water is hot should tell you. I've seen the check valve in both locations, hot (at top of tank) and cold (at bottom of tank -inlet) Not 100% sure why, right from factory that way, but I say, put it on bottom fitting if required at all. Let me know how you make out.

How to change out copper piping from release valve

If the release valve referred to is the pressure release valve, then a water leak out the attached vent pipe is an indication that the valve is failing. To change the valve, the water must be allowed to cool (turn off AC power or gas) and the water level inside the tank must be lowered (drained) to below the level of the pressure relief valve. Once this is accomplished the vent pipe is unscrewed from the relief valve and the pressure relief valve is unscrewed from the water tank. A new pressure relief valve with a sealant on the threads, is then screwed and tightened into place with the outlet port facing downward. The vent pipe is attached to the new valve and the tank refilled with water. A hot water facet must be opened to allow air to exit while filling. Upon becoming full (water will begin to flow from facet), turn off the facet and restore AC power or gas, therefore allowing the water heater to heat up. When the first hot water is utilized there may be some air expelled from the facet.

The gas company has come out twice becuase the pilot went out. He found a leak and fixed it and i had a hot water shower once before it went out again. He came out a second time and did the repair again...

A number of things can affect the pilot.
Unknown if this is new heater or heater that stopped working.
Unknown what type of gas valve is on water heater.
Unknown what the gas company man observed, and why he said call manufacturer, and what he repaired. Was the gas control valve leaking?
Unknown what type of general maintenance and testing has been done.

Option 1) The gas company said call the manufacturer.
Information shows on label on side of tank.
http://waterheatertimer.org/Water-heater-manufacturers.html

Option 2) Open following links and start reading. And then try to fix yourself.
http://waterheatertimer.org/pdf/Pilot-light-will-not-stay-lit.pdf
http://waterheatertimer.org/How-to-install-gas-water-heater.html#troubleshoot

Option 3) Call gas company guy and ask him exactly what he observed, write that down, and then add a comment with very specific information for possible help.

Option 4) Call local plumber and tell him the specific information that gas company man said, and see what solution he can offer.

I can get the water to stop running from the water heater to the outside of the house.

If this water is coming from the pressure/temperature relief valve on your tank type water heater, and it is piped from inside to outside of the house, you could try pulling up on the lever atop the pressure/temperature relief valve and releasing it. See if it sets properly. It may have to be replaced if I understand your problem accurately.

Shooting out hot steamy water at intervals.

Hi,
You have a bad thermostat...most likely the top one, but it could be the bottom one... if it is the bottom one replace the top one also as it should be kicking the reset button and is not...

The way to tell which one it is, will be to test the elements to see which one is stuck on... it will be the one with the power still going to it... it is not shuttind down on temperature like it should...

Hot water heater leaking at the top valvue

If it is your pop off valve (also known as a temp and pressure valve) it will most likely be due to a over pressure situation, whether it is due to excessive temp, or high street pressure, I'm not sure.  There is also usually a vacuum breaker on the cold side of the hot water tank, this will on occasion spit out a little water, but unless it is defective, it should never be so much as that you would notice a "leak".
Another thing, if it is the T & P Valve, there should be no shut off installed on the piping.  There should be a pipe that terminates with 18" of the floor, and it is not normal for this valve to discharge unless there is a problem with the temp or the pressure inside the tank.
Hope this helps
