For any TV; irrespective of its brand or type, set the contrast to 70 to 80%; brightness to 30 to 35% will produce a clear and vivid picture in B/W. Set the color to Zero, and check this first. After you have satisfied with the picture in Black/White [B/W], advance the color intensity, according to your viewing taste. This adjustment will depend on individual taste. Anyway, note the skin tone of the news reader at the studio. Take this color a reference. That's all.

U need a new board.

Go to menu on your remote control and select picture setting and try selecting "default" setting to seeif you like the color, if not adjust contrast to about two thirds of the way and brightness to your liking and color to about the middle.

The blink code can help but it is not necessarily a tool that will
tell you everything that is wrong. For an example it can tell you that
the power supply has failed but will not indicate the exact part in the
power supply that failed of if there were other parts that caused the
power supply failure. It will only point you to where you need to start
checking or what board needs to be replaced first.
Here is a list of the Phillips blink codes. THese may be different for your model but will likely be in the service manual.
0 = No error
1 = X-ray protection, E/W protection, and/or Vertical protection active
2 = High beam current protection active
3 = Reserved
4 = +5V protection active
5 = Signal Processor (IC 7150) register corrupted
6 = Signal Processor (IC 7150) error
7 = Total failure
8 = Internal RAM error (Microprocessor IC 7000)
10 = NV memory (IC7088) addressing error
11 = NV memory (IC7088) size error
12 = Histogram (YUV) (IC 7770) error
14 = Sound processor I²C error (TDA9855)
16 = Main Tuner I²C error (IC 1125)
17 = PIP Processor I²C error (IC 7350)
18 = PIP Tuner I²C error (IC 1127)
So, the first thing you need to check would be the power supply board. If the problem persists, then we need to troubleshoot sustain board and buffer boards. Open the TV and look for the power supply board. Check and see, if you could find any bad cap ( swelled / bulged / leaked ). It might have ammonia kind of odor. If you find any bad cap, replace it by a new cap. The new cap would be available online or from radio shack or fry's,Check the voltage across various points.
