see if the circuit breaker switch has tripped either partially or fully and reset it. Check for bad or loose wiring on the heater and breakers. The next thing is more likely the heating element is no good and needs repaired or the heater needs replaced.
It runs off 220v, meaning there are two "hots" and a ground.
The 190tc uses TWO sets of 220v at 40amps each.
Instead of only having one dbl throw breaker, you need 2.
Having said that... the white wire "should" be the same as the black wire and can be connected which ever way you like
