Have you tried downloading the latest version of Internet Explorer?

See if you have the latest version installed by following the below link:

http://windows.microsoft.com/en-AU/internet-explorer/download-ie

If it is the latest version, try uninstalling IE:

1. Click Start > Control Panel > Programs and Features
2. On the left hand window pane, click "View installed updates".
3. Scroll down to the "Microsoft Windows" section. Locate Internet Explorer (8, 9, 10 etc.). Right-click and select "uninstall". Click "Yes" to confirm.

Once this is done, go to the link above and download and install the latest version again. See if that fixes it.

Contact to your internet service provider, since it may be the problem with the internet connection with your PC.
Also try to find out the reply with Ping command, simply put in run box:
ping www.yahoo.com -t
This command runs in CMD, if Request Time out or General failure comeup then internet connection need to check.. otherwise you need to do a System restore... as might be the case of corrupt Window.
Let me know if you need further assistance.

If you have security enabled, you will need to type in the passkey when asked.
