Scans but after several scans, the printer screen just keeps saying "scanning" but printer never gets finished with the scan.

This seems like you haven't installed the toolbox correct, please send more info.
Have you printer connected by usb cable or in a network(scanning doesn't work on a wireless)?
If on a network, use web browser and through EWS on printer see for network tab and SNMP enable read/write, print public in the 4 fields choose apply. Download fix scan utility from HP web and install. Restart the pc and set up the scan in toolbox and try scan again.

You need to install the HP Scan software on each and every PC the MFP should scan to. In this software, you can create targets for the "Scan To" button. But: This is only useful when scanning with the ADF, because when scanning from the flatbed, you'd need for every page to hit the "Scan To"-button, press "Scan", wait for about a minute or two until the MFP has found the appropriate PC, and wait for the scan. So network scanning is unfortunately very limited with this machine.

Right click on the Wdws Icon in the bottom left hand corner of your computer (same as the start button for other features with a left click)
Click on Explore
Find and click on Program files
Find and click on HP folder or Hewlett Packard Folder
Find and Click on Digital Imaging Folder
Double Click on BIN folder
Find the following file: hpqscnvw
Double click on that file (hpqscnvw)
Your HP scanning feature should open
I am thinking I may just create a shortcut of this and launch from that instead of HP solutions center if HP cannot fix this issue.

You just need to open the "Paint" application under your Accessories menu. Then go to the File menu and select scan. The image will scan to paint and you can save it from there.
