Try another new dvd and it should be a dvd -r. havn't had good luck with dvd + r or dvd r/w when making recover disks.
never try to reuse a dvd or cd that has given you an error. toss it.

The recovery cd is just a Pre-Built Windows version that includes the drivers you need for your computer.
If you want to format your pc and lack the original recovery cd, you just need to get a Windows (or other operating system you want) installation CD/DVD, put it on your optical drive and reboot your computer.
On installation, you will be asked what you want to do: Fix or Install. Choose install and check to format your disk.
After installation, if something doesn't work, its because you don't have the needed drivers, so go to Dell's Support Page find your computer, download and install the drivers you are lacking (video card graphics, sound, etc.)
