engines don't "pull" fuel to carb , it either gravity flows (tank over top carb) there or its pumped there , I do believe the kohler engines from 8 hp thru 25 hp use a vacuum activated fuel pump (three hoses on it) these do go bad over time and need replaced , also there are fuel filters on all these engines that need to be replaced seasonally they are not cleanable there disposable

this is your engine,it is k301,it is 12 hp,most any 12 hp will work,but kohler is the best with a cast iron piston sleeve,

I would be looking into the governor system... starting with the spring and then internal... but I would also looks at the connection at the carb... any play, damage ???

Make sure the choke is coming off. Check the compression.Many times the head gasket may leak when the engine heats up. Also check for spark sometimes the magneto can heat up and quit after running a while. See if it will run if you prime with a little fuel, if so ,some of the Kohler engines this size have a fuel pump that could be failing. Check for vapor lock. It takes air and fuel properly mixed, spark and compression any of these missing the engine dies.
