Roses loose their leaves due to cold weather this they use as a resting time ready to be pruned, + fed.

Be sure that they have been fed + watered sometime it may be bee's cutting a half circular shape in the leaves.

With Spider Mites use a spray Pyrethrum 5EC an extract made from Chrysanthemum leaves.

Sounds as though they need feeding also keep the moisture going. Please pick up ALL fallen leaves and put into bin just in case there may be a rose disease and you dont want to spread it around.

Cut back hard once all flowers and leaves are gone

any type if grub or beetle
free of weeds
not too wet

would say the soil need extra boost to get correct chemical balance
rose food, lime, potassium, horse manure ,nitrogen ?

Yellow leaves can be caused by the soil pH being too far off what roses like. Slightly acidic is what they want. Alkaline is typical of many locations where roses don't do well.
Iron deficiency is another reason for yellow leaves. Often caused by alkaline soil.
