If you have an Android phone that is logged into Google, go to:
One account All of Google. You should then be able to track your device.
For Apple devices, download
Find My iPhone. Then, login to the Apple account that is linked to your iPhone. If your phone has the correct settings, you will be able to track it and lock it.
