For tracking for mobile, you first need to activate your mobile while purchasing mobile from shop. then you may get this mobile. and for block mobile you have to do some legal formalities, and also would talk to customer care number. Loss of cell phone

It is possible to track stolen phones by the SIM and also by the IMEI number but wether or not your carrier will do so is another story.

Best advice is to cancel the SIM ASAP to avoid charges
