First, try to charge it again, if still not working get a new battery or your friend iPhone battery for check up your iPhone.
Start your iPhone with new battery and if still your phone not working than restore your iPhone by this tutorial http://support.apple.com/kb/HT1414 and need any technical help follow Apple Customer Service .

Try this -
1) Settings > Enable 3G Change to Off.
2) Use the iPhone GPS receiver to locate your position
3) Settings > Enable 3G change to On.
There are two positioning systems in the iPhone 3G, one is the 3G network, and the second is the GPS receiver. The problem occurs when the data from the two systems doesn't match.

Unfortunately, it won't work.
AT&T is using 850 and 1900 (UMTS band II/V). T-Mobile USA is using 1700 and 2100 (UMTS band IV).
The iPhone 3G supports "UMTS/HSDPA (850, 1900, 2100 MHz)"
Only one T-Mobile USA frequency is supported by the iPhone 3G, which, as you've discovered, is the Edge network.

There is an issue with the IC that handles charging the battery and generating the different voltages the iPhone needs. Historically there have been problems with this chip so I am not surprised you are experiencing glitches with the 3G already. If the problems comes back it is most likely not caused by the battery, since the battery should not cause problems in the first year. If the battery has a manufacturing problem it will not recover spontaneously and you can take it to Apple. If you are out of warranty or unlocked your iPhone there are independent iPhone battery repair services that can open the iphone for you and replace whatever is needed, but they will charge for it.

Hold Power and Home buttons together for 15 seconds to reboot
Try a reset:
If iPhone won't turn on, or the display freezes or doesn't respond
More resets:
Try This:
1. Remove Sim Card
2. Hold in 'Home' button and 'On/Off' button together until Apple logo appears
3. Replace Sim Card
4. Hold in 'Home' button and 'On/Off' button together until normal phone screen appears.
Also, Try this:
1.) Shut down the iPhone 3G.
2.) Start up iTunes
3.) Hold down HOME button on the iPhone 3G
4.) While keeping the HOME button depressed, plug in the Sync cable
5.) A message will pop up to ask if you want to reset.
6.) Just click YES and the reset process should start.
