SOURCE: Cub Cadet 1610 Drive Belt Diagram
Go to Cub Cadet. com and click parts. Type your model number 1610. You will see parts diagram. Click that. It will show a long list of parts to click on. Choose drive and it will show you a diagram of all the pulleys and how the belt looks. Hope this helps. I had the same problem.

From your Description it Sounds like the Stator/Charging Coils are Bad or the Voltage Regulator (if Applicable) is Bad.
