There is no such law. You have to work things out with the store or the manufacturer, and if unable to do so, sue in Small Claims court. In most jurisdiction small claims limits are quite a bit higher than $500. I obtained a judgement for $1800 in NY.

good answer from ray, there is nothing you can do without a contract ( mabe a small claims court or the threat of one ) but as she is part of your family why dont you have a word with her father ( your brother ? ) or her mother ( your sister ? ) because if it was my child who had done that i would pay you myself and take it off my daughter each week

Funny thing about being 'awarded' the case - they can't make the person give you the money.

If there is a legal self help group in your area, contact them. Google legal self help in your state and city. If you are lucky you live near a college or university that has students look at these types of issues for practice and it won't cost you anything for their help. They can get you started with a small claims court action. The Nolo Press books for legal help are especially good; I've included a link to the California Small Claims Guide for example.
Also try your local Better Business Bureau, State Attorney General's Office, Consumer Protection Agency.
Have ALL of your documentation organized and try not to get emotional when asking for help.
