You can plug in an USB hardisk into your TV usb hub as a TV recorder. Then you can record and replay and tv series you like.

That is because the USB port is for servicing only and not for Video and audio.

Yes it's possible to use the USB port , you only have to change settings in TV setup to change it.
With software ver 3.15 it's very easy see link below how to change setup.

press the menu button on the tv or menu button in both tv and remote for 60 seconds. A service menu should appear. go to tool2 option and set usb value to 1. And now you have an additional menu on your main menu screen.

Nope, you certainly can't. The TV can only show still photos or play music. It's not capable of playing videos.

Sanyo DP32648 doesn't have any USB port to which you can connect an USB device. One more thing in most of the TV's the USB port is used for the firmware updates and servicing purpose. If your tv has USB compatibility then try to use USB device less than 4 gb and should formated in FAT file system.
