We have black and white dots on screen, is the bad TI chip covered for repair by samsung.

Its the DLP IC chip itself that is bad. The DMD board is where the chip resides but if you order a board, it will come without the chip. Its not cheap and the replacement is tricky because the DMD board must be removed and then an alignment of picture centering will be necessary.

Random dots or pixels failing on a DLP TV will be a bad DMD chip. This is a technician replace item only. The chip runs around 160 dollars list price. The part number will depend on which version the set uses and will be determined by the technician.

It seems you might have an issue with the dmd board. Go to the menu, and if the dots still show on the menu, the issue definitely is with the dmd board but if they don't come up on the menu, the issue will be with the video board.
