This is known as DFU mode. Please connect the Ipad to Itunes via USB cable on to PC. if you don't have Itunes on a PC take it to a repair/ apple store for assistance.

Install the app. Input your cell phone number in the app on the ipad. When you get the activation code on the cell phone input it to viber on the ipad and it should work over Wifi from there. Note that anyone who uses viber to try and reach your cell phone is going to get your ipad instead.

For the iPad first generation (A1219) before iOS 5 to update is only possible with connecting the device to iTunes on a computer. Plug it into your computer and open up itunes under devices click on your ipad and then click on check for update.
