If you are asking about a cordless land line phone. . .
"Out of Range" means the handset has lost its connection with the base station. Cordless phones are actually forms of radios. They need to be in radio wave connection with the phone base.
"No Power at Base" means that the electric power cord for the phone base is not plugged in or loose in the electrical outlet or that the batteries in the cordless handset need replacing.
Is the base unit being powered up? Is the adapter that plugs into it working and supplying power to the base? If not nada will work and you will get the out of range indication on remote handsets.
hold down the "find handset" button til it flashes, and then let go and press it again while it flashes. This will de-register the phone and you should get a new message saying the the handset isn't registered blah blah blah. Then put it back on the base until it beeps. This should fix your problem, unless the base itself is just dead.
There's the charger base cradle that plugs in to the phone jack and power socket on the wall. Make sure both things are connected. The phone handset requires that the charger cradle is plugged in with power and phone signal. Make sure you have done that.

Check that the base station has power and then place the phone on the cradle on the base station for a minimum of 20 seconds this will reregister the phone security code. If the phone does not start charging or the base seems dead then check that the power pack for the base station in plugged in and turned on.
