I don't recall a belt that raises and lowers the blade. Normally you would have either an electric or mechanical deck lift that raises and lowers the whole deck

something is grabbing and tightening the belt as you raise it. Look to see if the belt is routed correctly and what can be pulling of pushing the Belt to engage it
there isn't such a thing... it's either a hydro (motion) belt or the deck drive belt. Dixie's also sometimes had 2 belts for the deck... the drive belt and the blade belt. your model number should be under the seat
it sounds like the deck and or the belt needs to be adjusted and aligned.
1st make sure mower is OFF and blades are disengaged. check to make sure the deck/blades are free of harden grass, twigs, branches, and that they are free moving.
2nd make sure belt is in its correct path.
3rd make sure the deck can be lowered and raised without obstructions
4th make sure no parts have been bent and the pulleys are parallel to the deck and the deck is not cracked or broken by the blades hitting something hard and the deck being damaged.
5th the belt adjustment needs to be tight but not over tightened (see a service dealer).

The belt tensioners on top of the deck need adjusted, or you make have to adjust the pulleys to tighten the belt. Sometimes if you have the deck lowered to low to the ground, uneven terain can cause that. If you have everything adjusted correctly, simply raise the deck another notch and mow.
be sure you have the correct belt for that mower?
Even though your deck is raised to disengage the
belt it may need to go up a small amount more,try pulling back on the deck raise handle to see if that helps,and find a way to keep it at that higher point if that worked or run the new belt for awhile and see if that makes a difference.
Check the belt guards to see if they are close to the belt as possible while engaged,but not hitting the belt
and when disengaged guards should be hitting the belt somewhat to help keep it from turning.
and yes be sure you have good belt brake pads and know they have good tension and hitting in the proper place
