Did you upgrade the laptop to a new operating system?
Try pressing fn+Z see if that turns the lights back on.
You may need to also install the driver for it if you have updated the OShttp://cdgenp01.csd.toshiba.com/content/...

I have seen this on laptops before you might try re seating the memory. I would also remove the battery from the laptop and see if it will start up on ac power only a bad battery will give you a similar symptom.

From your description it sounds like the LED board underneath may be faulty in the sense that some of the LED's may have blown, this can be repaired but i advis that you take to a qualified engineer to assess and then replace
