So i found a pair of these radios and they have the batteries with them but i have no manual or charger. Since finding a charger online has been impossible I am wondering. Can i swap out the battery for something newer with a charger? Or is there a way to contact the folks at Xact and have a new AC adapter shipped from them?

BatteryDepot.com has them for $16.95:

You might be able to find them at a lower price if you Google.

You will need to run a wake up charge into the battery. The best way to do this is with a 6v lantern battery with 2 wire leads just put + to + and - to - by tickling the contact plates on the battery (do not hold the wires on for more than 3~5 seconds. two times should do the trick ,then put the battery back in and right back on the xact charger plug and it should start to accept the charge.I just did 4 of them that were out of use for 5 years and all came right back to life.

SOURCE: HOW DO YOU TURN ON
First make sure it is charged then press and hold the power swich for about 2~3 seconds do not let go right away as the first of power up will put you in the time set /program mode.
