i going to assume that yr tractor does have the hydrolic p.t.o. that controls the drive and cutting mechanism's???... if so you might start with checking the hydrolic fluid in the resevior. or you might check into replacing the hydrolic p.t.o. pump , if you ran the tractor in heavy work without any hydrolic fluid in the p.t.o. pump the pump is probably burnt up. if so im sure you can beat the cost of a new pump by rebuilding it yrself with a kit.

Be careful - running ungoverned will quickly destroy the engine. Look at the carburetor throttle lever. There should be two linkages attached -- one from the manual throttle lever, another from the governor. The linkage to the governor is usually a spring. Perhaps that came off or broke, or a foreign object is wedged in there.
