My victory 3 loses power. After about 13 minutets of riding, the motor gets hot and trips the circuit. Batterey meter when the throttle is pushed, goes to yellow before it trips the breaker. After a few minutes I am able to reset circuit only to trip breaker again. Now it is harder to push with brake off. Batteries great.

You need to write a better explanation. If the circuit trips as soon as you turn on the pump then there is a short circuit. Either the pump motor or the wiring. Unlock what?

Sounds like either a circuit breaker or a fuse. Anything like this has fail safes on it like breakers or fuses. Check it out carefully bossibly a cover to open to epose blown fuse or tripped breaker. If like my Wavetek meter you must take it apart ot get at the fuse, not hard or expensive, just don't lose any pieces and remember how it came apart.

that could be the speed pot , try moving the throttle lever upwards to see whether it stops shuttering, if not check the motor brushes.

possibly burnt one of the motor brushes, you can remove the brush, and clean the face of the brush or put new brushes in
