I bought the blower from a crook on ebay who said the blower only needed a carb cleaning - quite a few carb parts were missing, and had to order many from eReplacementParts.com. Even the high speed jet screw was gone. So after replacing everything inside of the carb, and replacing the air cleaner, spark plug, fuel filter, gas tank grommets, and fuel lines with new vent, I fueled the blower up to find it won't start and has a bit of a slight backfire noise at times.
Consider the flywheel. This model uses a flywheel with a built in key. If that key is bent or broken the timing would be off which would explain the backfire. You can source a replacement unit from eReplacement parts. Unfortunately the flywheel is 44 bucks and you have to be able to dismantle the unit to replace it. These blowers cost 200 dollars new. So you have a little wiggle room here. If the flywheel is good you may have a bad coil which can cause timing problems or weak spark. But those are 76 bucks so look at the flywheel first.

Check the muffler and/or spark arrestor screen in the muffler outlet pipe and also the engine's exhaust port behind the muffler. These are prone to carbon-clogging and the engine cannot "BREATHE" enough to reach full throttle. If all-clear in the muffler, go back in the carb and locate the inlet screen directly opposite of the inlet needle. Carefully pull it out with a pick and hold it up to a light source. If you cannot see thru it, replace it. This is another, (less) common area of obstruction.

you can thank the EPA for your blower problem the EPA makes all brands of lawn equipent "tamper proof" with plugs and limit caps. not just echo......when we service an echo piece of equipment we let it "break" in and adj the carb as needed BEFORE it leaves my shop. dont hesitate to bring it back to the dealer, if they are reputable, they will do the adj while you wait......hope this helps. good luck

I had same problem with my blower that was several years old and had always run great. Air filter was clean so I changed spark plug and it ran like new again for $2.50:-)

The primer bulb pulls fuel from the carb into the bulb and dumps back to the tank, so either the tubes are not connected too the correct conections on the carb, or there is bno fuel getting to the carb from the tank ( fuel filter ) or if the primer is on the carb itself there in a red one way valve under the bulb which maybe faulty.
