IN the first level it is not indy who has the shovel the other guy has it on his back so you have to switch to him (switch characters by using X ) then he has to be standing in the right spot and shovel will appear ( you have to move a round and watch close for shovel to appear it is kind of finickey ) as for building i don't think you can have a weapon in your hands once you stand close enough the pile of lego will rattle press and hold A and you should build . hope this helps ya . I love this game once you get the hang of it it's super fun .
