What causes a Samsung dishwasher to flash heavy and smart auto on control panel

Hello. The lights you describe are an error code that means over-level filling (overflow condition) and/or the leakage sensor underneath has detected water. You need to check underneath the unit for any moisture. There is a leakage sensor located at the center of the base, underneath the unit. If it detects water, it will notify the main board which will stop the unit until the condition is cleared.

Why on the Samsung DTM400 series dishwasher are normal heavy and smart/auto lights all flashing?

That's a High-temp Heating Error. It's usually caused by a bad ECS sensor. You will need to call a professional repairman to replace it. (I recommend Sears).

Normal, heavy, delicate lights stuck on--cant power on or off

If you have tried to unplug from mains power and there is no difference then you will need to provide the actual model number of your dishwasher in comments field.
The Samsung error codes for Normal, Heavy , Delicate lights stuck is not listed. The closest is Normal, Heavy, Quick which relates to a Low Water level. Also confirm which lights are stuck in your case and whether these are flashing or not.

Brand new Samsung Dishwasher DW7933LRA Flashing light "HEAVY" and will not start

Had a look in the user manual for your dishwasher.http://downloadcenter.samsung.com/content/UM/201211/20121101114232459/DW7933LRASR-00141A-02.pdf

Page 26 shows blinking Heavy light means there is leakage in the dishwasher. Most likely there is water in the base under the drain sump which could cause the flood switch to trip. Turn mains power to dishwasher off. Pull it out from under kitchen bench without breaking the hoses. Put some towels on the floor and turn dishwasher back and forth on incline to get water out. Wait a little and turn on. If no difference then you need to dry the base and find the source of the leak. More likely the door seal.

Samsung DTM300 Normal Heavy and Quick lights flashing

Our Samsung has the touch surface on the top edge of the door, no mechanical buttons, and we kept getting errors like that. Took me a while to realize that those buttons work by capacitance like a touch screen phone, and that my IKEA countertop had a metal heat/steam shield which was close enough to the door to essentially 'push' the buttons and turn our washer off. We solved the problem by applying a vinyl bumper sticker over the heat shild to prevent the metal from conducting a signal. BOO YA, BOYEEE!!
