Sounds like the Hana chip , I've fixed a couple of these but any fix is'nt permanant !! There is plenty of info on the net and utube which is how i am selftaught. If you decide to try and fix just post back and i would be happy to help.

It sounds like the the processor is over heating and its causing the system to shut down before it burned up the board. Basically your thermal paste between your processor and the heatsink is not doing its job. There could be a crack on it might have just degraded over time.
This can cause the system to freeze or see white dots on the screen. It needs to be repaired before more issues happen. Dont turn it on you might cause more damage

That's a bad sign . Ok you got horizontal line made out of dots scrolling across the screen. and strobeing (flickering) I have seen this only once and it was after I tryed to recover a Microsoft 2 rework box that had 1 red . after re-flowing the G.P.U the unit powered up sounded normal but I got the same thing that you described. So then after re-flowing the G.P.U. again then the C.P.U and H.A.N.A . still the same out come no change . When I check the composite video on my scope the video signal was unstable . it may have been the crystal . I'm not sure , I just put it back together and told the customer that " Microsoft had tryed twice and failed this looks to be a Xxbox" . After consoling him I sold him a replacement and that seemed to cheer him up.

This is a very common . The cause clearlyevident bellow.
The good news it that it can be repaired Permanently with a
proper X clamp mod , The hardwareresponsible (The X clamp)
is still currently being used in new and replacement units .
What are normal things like text files and the desk top like?
If it only photos that are problematical then it won't be the screen.
Have a check around the system and a little think through- them come back
