If I am not mistaken, the stems are specific to hot or cold. They turn in opposite directions. Someone may have put a hot stem instead of cold when doing a prior repair.

Use your hand or a strap wrench to unscrew the handle assembly. The tower under the handle just screws to the stem down at the counter level.

Turn the water supply of to the faucet. Remove the index button from the top of each handle. Unscrew the handle retaining screw. Pull the handle off. Unscrew the stems with an adjustable wrench; turn them counterclockwise. Install the new stems and reinstall the hanldes; it may take a couple of times to get them set in just the right positions.
