Please try the following:
Remove the cartridges that you just replaced. Ensure that they are compatible with your HP 8450 printer. Make sure that none of the electrical contacts on the printer or cartridges are damaged and that there is no obstruction in the cartridge port. Turn printer main power off, and then back on with the cover closed. If the error code is now gone, open the cover and install the new cartridges as described in the manual. Also, did you remove the protective nozzle covers from the cartridges?

low oil sensor will not cause the motor not starting.
most likely is th ground wire. you can try to attach that wire to any surface and try to start it. of it start, then you have to dis-assemble the head and find out where the wire should be attached.
