Try to do a full restore in disk mode.
1. Put your iPod into disk mode - Press top and center buttons simultaneously until you see the Apple symbol come up. As soon as you see the Apple symbol press the center and bottom (play) buttons simulataneously until you see a check mark. After this try to restore in iTunes. We recommend manually managing music versus syncing. But that is a personal choice. If you sync then going to another computer will wipe your music.
2. If 1 doesn't work try removing all USB devices from your computer and reboot. Then restore again either normally or disk mode.

The license on the songs may be expired - i would check on that first.
If not, do the 5 R's suggested in the User's manual - go to Apple's website if you have lost the manual.

i think is normal because i have ipod touch 8gb and it showed 7gb capacity...and some of my friends have the same itouch 8gb and they are also 7gb capacity.

Listen to the iPod when it is connected to the computer. Do you hear repetitive clicking sounds from the hard drive? If so, your hard drive is broken. It's not too hard to replace the hard drive yourself. Here is an iPod Repair Guide that shows how to open an iPod. Parts are easily available on Ebay.
