What you're hearing is the descriptive audio track included on many DVDs for vision-impaired viewers. Does this happen when you're watching regular TV or just with DVDs? If it happens with regular TV, do you have a cable box?
Regular broadcasting sometimes uses SAP (second audio program) to send additional audio, and this descriptive audio may be the SAP channel on some programs. Check your TV's audio settings to make sure you don't have SAP turned on. There may also be settings for SAP in your cable box as well, so check there too.
When playing a DVD, descriptive audio is usually an alternate audio track. Check your DVD player setting to make sure you've selected normal audio for playback.
