A T-49F is a freezer - a T-49 is a cooler and has no defrost timer or heater. If it's freezing up the thermostat needs to be checked. The coolers use a thermostat to check inside coil temperature and typically cycle off when the coil reaches somewhere around 15f and then cycles back on when the coil reaches around 40f. For this reason the box temperature when empty will make wild swings.

It sounds very much like the heater control door (inside the heater box) is sticking in one position or the other. It's intended to direct air through either the AC's evaporator or the heater core, depending upon whether you want heat or cooling.

Assuming (highly likely) that the control door is vacuum-operated, you may have a vacuum leak anywhere from the engine to the heater box inside the passenger compartment, via the heater control unit.

Get a female garden hose adapter from the local hardware store. Disconnect the heater hose from behind the fan pulley and attach the hose connection. Disconnect the other heater hose behind the alternator, aim it towards the ground and flush water through the heater core. This worked on my truck.
