You can setup a wireless network without a modem. It will allow you to share printers, files ect. The modem is required for an internet connection only. The modem basically translates the Ethernet traffic in to a signal that can be carried over your respective service, DSL over a POTS line or broadband over a coax cable. The word modem stands for MOdularDEModular note the word MODEM in there.
What is the model number of your router? Bypass the router and connect the computer directly to the modem. Make sure that your computer is able to access the Internet through the modem. If the modem is working fine the connect the modem to the router and computer to the router. Reset the router for 30 seconds. Power cycle the router. open the setup page of the router using 192.168.1.1. Try to setup linksys router.
Make sure your physical connection is correct. From the modem, the ethernet cable should plugged in to the Internet/WAN port of the router. And your computer to port 1. Access the setup page of the router again and Enable the MAC Address Clone setting. Clone the MAC Address of your PC there then power cycle the router and modem. You should be all set.
