If volume bar is presented continuously, the TV is in a continuous command volume down state. Could be volume down button down stuck on TV, or possibly remote, or some other device capable of emulating a remote is issuing command volume down. Or control logic in TV has failed with this unusual result.

The arrow near the center button has an Up Down feature. Press above the center button to increase volume and press the ring below the center to lower the volume.

usually the up and down or the right and left scroll keys are defined to turn the volume up and down. Make a call to say hotline and then try the keys and see whether it shows the volume up and down graphic
