What could cause it to run fine but lacks power as control levers are activated?
Engine runs great, but the transmissions act and sound like fluid is by-passing. If the levers are moved very slowly full speed/ power can be attained but is lost upon any variation. Is there a rebuild kit for the transaxles?

Sounds like a problem with the transmission. Your problem could be caused by a number of things related to the tranny but I would try change the Trans fluid and filters first. Costs around 100 at your local transmission repair shop.
Check for fluid on the end of the transmission dipstick. If there is none, then try adding some until there is some on the end of the stick when checking (do not overfill). If the vehicle acts like it 's trying to move, then add some more fluid until the vehicle starts moving on its own. Let the engine run until it reaches operating temperature. With your foot on the brake, move the selector lever through each gear position and then back to the park position. Check the fluid level with the engine running and sitting on a level surface. Add fluid until the level is at the full mark (do not overfill). If this solves the problem, then look for signs of fluid leakage. The pan gasket is the most likely cause. If it looks wet around the edge of the gasket, then someone might have overtightened the pan bolts when changing the gasket.
If this is not the problem, then check the transmission linkage to make sure it is connected to the transmission. Slide a mirror under the vehicle until the linkage is located. (usually the drivers side) Have an assistant move the selector lever through the gears while you observe the linkage to see if it moves the lever on the transmission. If it doesn't, then check to see if the shifter cable (or rod) has become disconnected from the transmission and correct as needed.

sounds like transmission fluid is low-check when engine is running and warm-in park-add fluid a little at a time thru dipstick with a funnel- you might need help reaching it as is usually at back of engine compartment
With the motor running and the engine hood UP, stand near the driver's front wheel and look down below where you would add the brake fluid. You will see a black rubber handle. That's the dipstick for the transmission fluid. Remove the dipstick WITH THE CAR RUNNING, wipe the stick and replace it. Pull it out again and see where the fluid is on the stick. If there is no fluid on the stick you need to add at least two quarts of DEXRON III transmission fluid. It takes a special funnel and goes into the transmission where you took the dipstick out. They can help you at the parts store if you need help getting the transmission fluid back to the correct level. i have run my transmission very low many times and adding fluid always puts it back in shape.
If the fluid is okay, turn off the key and look up near the battery. Just below the air filter and battery area near the top of the transmission is a shift lever than controls the different gears that puts the transmission into gear. There's a big cable attached to it. Have someone shift through the gears with the CAR OFF and make sure you can feel that lever moving and you can see the cable pulling the lever into logical click positions. If it is shifting into the positions and you have fluid in the transmission you will need a transmisison shop to look at the car because you may have a bad electronic device that controls the transmisison or some internal transmission failure.

park your car on a level place check you transmission fluid lever with the "engine running" if the fluid level is to low that will cause that symptom but make sure the engine is running and warm before you check. if your fluid lever is low you have a leak some where and going to need to fix that or just keep adding fluid, that's completely up to you. Do not over fill because that will shorten the transmission life. that is the reading on the dip stick as well.
You really should have a code check done. There are numerous items that can give you similar symptoms. Two places to look are the fuel filter (usually overlooked till they gum up, and the throttle position sensor (but test it first with an ohmeter. You will need a manual (vehicle specific ones are available at most larger parts stores and most of those stores also do code testing free)
car out of cruise control flutters or runs rough from 45 mph to 55 mph and once over 55 mph runs smooth. I notice from 45 to 55 the rpm guage moves with flutter or rough running engine. when i put in cruise control it smooths out.
