There could be a variety of reasons for the battery malfunction, some of which are listed below:
a) low battery voltage due to long term storage without charging (>1 year, charger will not charge if the voltage is too low. What is the voltage?),
b) cell imbalance due to shorting out the terminals (was the battery used for other purpose than running power tools?),
c) internal corrosion caused by exposing the battery to damp environments during its life (need to open the battery and look for signs of corrosion on the cells. Was the battery left out in the rain at some point in time?),
d) battery age, ie, the cells may have reached their end-of-life based on the number of charge cycles (what are the estimated number of cycles?),
e) faulty charger (does the charger charge other batteries?),
f) internal battery damage with broken connections (has the battery been dropped or mishandled at some point?).

More details should be provided before suggesting possible solutions.

SOURCE: Ryobi 18V lithium battery won't charge

Hi, Thanks for getting back to me. The yellow and blinking red indicate a defective cell. Since it has lithium cells and is that new any repair to it would be a waste of your time. Ryobi tools purchased in 2008 have a 2 year warranty. I am guessing you probably got it at a home depot and you should return it under the warranty. All new Ryobi tools have a three year warranty. Good Luck! and Thanks for using fixya!

SOURCE: will a nicd charger work to charge lithium-ion

no, I would not try this. You can charge a nicd battery on a lithium-ion charger but not the other way around.

SOURCE: can I use the ryobi

No. The P110 is for NiCad batteries. Any of the Li-Ion chargers like the P113 are backwards compatible and can charge either but do not try to charge Li_ion batteries in a NiCad or NiHi charger.

Just bought a Ruobi drill with 18V Lithium Batteries. Been chatging for over an hour. Still not charged. Just the bottom Green light stays on. Is this normal? How long does it take?

The Ryobi charger will flash green as it charges and then remain steady or slowly flashing green when fully charged. Flashing red means testing and if it remains steady or slowly flashing red it is defective.

When the battery is in the charger it flashes red & won't charge, have no idea what problem is! Have casio exilim lithium ion NP-20 battery & a casio exilim 7.2 megapixels camera. Can't turn camera...

I called casio and they told me that when you have a red flashing light on the charger it means the lithium battery is no longer any good. They offered to send me one free of charge. It's been several weeks and I have yet to receive it.

Ryobi battery charger with a solid yellow and solid green light

I was recently told that the lithium ion does not like cold temperatures so you may need to bring the batteries and charge into a warm location and wait until they reach a warm temperature and then charge them.
