Sometimes the sediment at the bottom of the tank clogs the drain valve take a piece of wire or a small allen wench and thy to clean it by opening the valve and fishing in from the outside. if this does not work be prepared to mop up a bit . a shop vac is very handy as well.
turn the water off to the heater.
release pressure in the tank by lifting the pressure relief lever on the tank. this will limit the amount of water that spurts out when you clear it
have a second valve ready to stick in the hole.
remove the drain valve. and stick a screwdriver in to break up the clog.
A handy way to prevent a mess is to use a 3/4 nipple and a 3/4 ball valve and as soon as you take off the old valve put them on prior to trying to break up the clog. you can then break up the clog thru the open valve and as soon as it starts to flow close the valve. you can then put your old valve on the other valve hook up a hose and flush the tank.
