SOURCE: I need to rewind a new bobbin
My SE-270D bobbin winder is located on the top of the machine to the far right. From the picture of your machine it looks to be in the same place. The larger spindle is for the spool of thread and the shorter spindle is for the bobbin.
You need to wnd the thread around the bobbin a few times just to make sure it is started properly, and then move the bobbin either forward or backward to engage. (It's different on some machines.) You may also have to move the outer edge of the machine wheel (the large wheel on the outside right) to keep the needle from moving up and down while the bobbin is filling. When the bobbin is full the machine should shut off by itself.
Then you will have to re-tighten the machine wheel to engage the needle.

SE270D. Lift the bobbin and reposition, making sure it is down against the pin.
If this is not the problem, a Sidewinder Bobbin Winder (auxiliary bobbin winder sold with most sewing notions) is a lot cheaper than taking the machine in for service.

Mine stopped working too. Gave up and wound bobbins by hand for a while until I broke down and took the machine apart -- an ordeal to figure out. I found that a pliable ring on the winder was completely disintegrated (gummy plastic-like stuff). Hope this helps. --Also cleaned all the lint out when I had the machine opened up. They don't make it EASY!
